

Mr. Sennett has been involved in emergency response planning, training and assessment initiatives since 1971. He has served as a firefighter, company officer and training officer. In 1973 he was hired by National Fire Protection Association to secure, direct and manage OSHA training contracts. In 1979 he was appointed as the Association's first Director for Continuing Education. In 1983, he founded Emergency Response Systems with a goal of implementing performance based training and assessment programs for general industry, fire, rescue and emergency response organizations. He has served on numerous OSHA, NFPA and ICC technical committees and authored numerous articles on emergency response strategies, fire service hiring and assessment processes. In 2003 he developed a "key job dimensions" based assessment process for chief fire officers and command personnel that has been used to assess more than 300 promotional candidates. In addition to directing the personnel development and assessment programs he currently serves as Project Manager and Principal Instructor for USCG/ OSHA required confined space training programs.
- Paula Sennett has spent more than thirty years in personnel development and employee assessment programs. Since 1992, she has developed candidate assessment tools, staff evaluations, and managed the communications assessment exercises implemented in our assessment processes.
- Callie Gargiulo McDowell has spent over 30 years in organization development. Callie manages organizational development and performance evaluation processes, and contributes to the design and development of training and assessment materials.
- Jon Alberghini, former Fire Chief in Kingston MA and Steve Tucker, retired Chief of the Hanover MA Fire Department each have more than forty years of fire department leadership, fire ground operations, and training experience. They are recognized by their peers as fire services innovators and leaders. They have headed the development and implementation of our incident command assessment process since 2002.
- J. Gordon Routley is a nationally recognized author, fire protection engineer and fire service leader. He has more than forty years of experience in fire department organization, operations, administration and analysis. He heads all ERS deployment and staffing analysis projects and also assists in Fire Chief Hiring Processes.
- In addition to lead staff above, ERS engages organizational development, personnel development, and fire service leaders to assist in both the development and implementation of assessment processes.
